Please use them as a convenient guide to living in Park East, but in a case of any discrepency between these questions and the Rules & Regulations, the Rules & Regulations shall prevail, available for download on the Documents page.

You may place your garbage and recycling bins at the street (not on the grass) after 6:00 PM the evening before your scheduled pickup. Once your items have been collected, please return the containers to your garage as soon as possible.
To help keep our community looking its best, be sure that all container lids are fully closed. Please avoid overfilling bins or placing bags and other items on top of the lids.
Garbage would be put out the day after the regular pick up.
No, nothing can be attached to the outside of your unit.
Residents are allowed to park in guest parking for a short time during the day, but never overnight.
If you have an overnight guest that needs to park in guest parking, please contact our Property Management Company and let them know your intentions to avoid being towed.
To help ensure emergency vehicles can safely access our streets, street parking is not permitted by anyone. Guest parking is intended for visitors of residents. Keeping these spaces available for active visitors helps ensure convenient access for everyone.
If you choose to plant, it can only be in the dirt area adjacent to your home.
Anything planted by an owner in the dirt areas adjacent to their home is their responsibility, not the Association’s. The owner is responsible for caring for these plantings, and removing any dead plants in the fall.
Residents are welcome to plant flowers or small bushes to enhance their space. Please note that arborvitae are no longer permitted at Park East. If you’re considering planting anything beyond flowers or small bushes, Board approval is required. For more information or guidance, please contact our property manager at Foster Premier.
Every homeowner is responsible for watering around their home as well as common areas near their home. Our landscape is one of our best assets and it takes a community to care for it all. There are no watering restrictions.
Bird feeders are welcome, and many residents enjoy watching the birds. However, overextending feeding into lawn areas can unintentionally attract ducks, geese, mice, and other wildlife. Please be mindful, as their droppings can pose health risks. Keeping the food for the birds only helps maintain a safe and clean environment for everyone.
You need to submit a proposal to the Board for approval before any work is begun. Please contact the Property Manager for more information.

In the interest of keeping our property beautiful, you must pick up after your dog every time. Fines will be assessed for noncompliance.
Yes, Park East is a pet-friendly community, and we appreciate everyone doing their part to keep our shared spaces clean. Please remember to pick up after your pets and dispose of waste properly—this helps keep our grounds enjoyable for all.
For the safety of your pet and the community, dogs must not be left unattended outside your home, even if they are leashed.

All new storm doors have to match the trim of your building or be white.
Your windows must match the trim of your building exactly; a proposed color must be submitted to the Board before installing to be approved. Please contact the Property Manager for more information.
Yes, you can install vinyl or wood windows.
Individual homeowners’ sales are not allowed under any circumstances.
For-sale signs for individual homes are not allowed at any time. Open-house signs are allowed the day of the open house only.
Any homeowner can run for the board; elections are held at our general meeting in November. Contact the Property Manager for more information.
Mailboxes are the responsibility of the Park East Association; however, the locks and keys are the responsibility of the homeowner. The United States Postal Service does not maintain or replace mailbox locks or keys. If a key is lost or there is an issue with the lock, it is the homeowner’s responsibility to contact a locksmith. In most cases, a lost key will require the replacement of the entire lock.
Please contact the Property Manager to arrange for a replacement of your front light bulb. To maintain a consistent look throughout the community, all bulbs will be replaced with the same type and wattage.
